Sapporo is Japan's fifth largest city. With a population of 1.85 million it is Hokkaido's political, economic, cultural and transportation center. During the Meiji period, the Japanese government, eager to fortify its northern defenses, established the Kaitakushi (Development Commission) to develop the region. A beautiful town was created with streets that cross each other at 90 degrees and less than 130 years later finds itself a major metropolis. Today, Sapporo is the jewel of Northern Japan with tourists particularly interested in landmark buildings from the pioneering age such as the Clock Tower, the old red brick buildings as well as the charm of nature found lining the streets in the shape of famous poplar, elm and acacia trees combined with the region's pure air, abundant greenery and culinary treasures.

Hana Festa or Flower Festival in Japanese, is held in both Asahikawa and Sapporo and centers on the subject of "From living with flowers to a town of dreams." Facilities and events related to flowers, such as flower markets, floral squares and flower pavilions attract visitors from all over Japan. As Hokkaido suffers no rainy season, it is the perfect time to escape the mainland for flower lovers.

The 55th Shikotsuko Kosui Matsuri, held annually during the summer time, is one of two big festivals in Shikotsuko, the other being the Hyoto Matsuri during wintertime. Many events, including the annual performance by the Shikotsuko Elementary School Drum and Fife corps, a beer dinking competition and a nighttime fireworks display are held over the weekend.

SL Hakodate Onuma (C11-171) runs through the beautiful area of Donan in about 80 minutes between Hakodate and Mori Stations. Visitors can rent and wear a period conductor's uniform and an event based on earlier times, in which performers act as Hijikata Saizo and Enomoto Takeaki, warriors of long ago, and wearing costumes of centuries gone by is also held.

Booths related to flowers and works of art produced by artists living in Hokkaido are displayed in front of the Old Hokkaido Government Building. Street performances and concerts can also be seen in the area and a beer garden makes a popular stop off for locals and tourists alike.

The main annual festival of Hokkaido Shrine is held in the city of Sapporo in early summer each year and is also called Sapporo Matsuri. Portable shrines start from the shrine and parade several kilometers around the town on the last day (June 16th) of this three-day festival. Elaborately decorated floats tour the streets to musical accompaniment, winding their way in and out of the city's tall buildings, while dozens of stalls selling traditional festival time goods and foodstuffs can be found in both the shrine's grounds and throughout Nakajima Park to the south of the city center.
