Since the hijacking of a Japanese airliner in July 1999 and the 9.11 terrorist attacks on the U.S., the Japanese Ministry of Land, Infrastructure, Transport and Tourism has issued instructions for heightened security checks to ensure flight safety. As it may be very time-consuming and congested at the security checkpoints at some airports in Japan, passengers are requested to come to the airport early.
To conduct security checks smoothly and efficiently, we would appreciate your cooperation at the hijack security checkpoint as shown in the poster below.

Inspection of Electronic Devices and Films |

All electronic devices and films will be checked by an X-ray machine. The X-ray machine is safe and will not affect laptop computers, mobile phones, digital cameras, video cameras, or other media in any way, so please be reassured. Tests to examine the effects of X-ray inspections on films, including those for movies, have shown that films under ISO1600(APS film of ISO400 or below) are safe to go through an X-ray inspection. Passengers with films of over ISO1600 (APS film of ISO400 or above) should bring it to the attention of the security screener. At some airports, checked baggage may be re-inspected with a CT scanner as well as the normal X-ray machine. As photo films may be affected due to an increase in X-ray irradiance, passengers are advised to carry photo films in their carry-on baggage. |

Shoe Inspection |

For the passengers’ safety, thick-soled shoes, protective shoes, boots, shoes with metallic accessories, and such will be checked at random as part of heightened security checks, under instructions of the Japanese Ministry of Land, Infrastructure, Transport and Tourism.
Shown below are examples of shoes that will be inspected. However, other shoes may also be inspected.

Security checks have been strengthened in line with the directives of the Ministry of Land, Infrastructure and Transport in order to ensure aviation safety following a hijack case in July 1999 (not involving a JAL aircraft). As a result, some airports are experiencing increased congestion as security checks take more time. We recommend that you allow ample time for checking in at the airport.

Also, following amendments to the relevant laws in the interests of safety, it is now an offence to carry sharp objects (see below) onboard an aircraft. To do so is punishable by a fine of up to ¥500,000. In cases where sharp objects are discovered at the security checkpoint, the passenger may be asked to check the item(s) at the check-in counter or voluntarily relinquish the item(s) by placing them in a box provided for that purpose. We also ask passengers to note that relevant laws and statutes restrict JAL from accepting certain items as checked-in hand baggage. We ask for customers’ ongoing understanding and cooperation.

<Items that Require Special Attention>

Liquid reservoir lighters which are not fueled with absorbed liquid are prohibited from carriage in carry-on and checked baggage. However, one liquid fuel lighter or one liquid reservoir lighter fueled with absorbed liquid may be carried on the person per person.
Please do not leave your lighter behind when disembarking the aircraft. |

Following the August 2006 plot to denote explosive devices smuggled on board aircraft in carry-on baggage, the Japanese Ministry of Land, Infrastructure, Transport and Tourism put into effect on March 1, 2007 restrictions on the quantity of fluids, gels and aerosols that may be carried on board international flights from Japan. Passengers can carry small amounts of liquids and gels in their carry-on baggage if each of the bottles contains less than 100ml. and all the bottles are placed in a clear, plastic, re-sealable plastic bag. Each passenger is allowed only one such bag. Passengers carrying fluids in excess of 100ml. should package them carefully, pack them in their checked baggage, and inform the checkin agent. Similar regulations have been established by overseas countries, so please take care especially when taking connection flights. There are no fluid restrictions on domestic flights in Japan.

Arrival passengers in Japan connecting onto an international flight (including JL53 Narita-Chubu) must also go through a transit security check. Passengers who have purchased liquors, etc. overseas or in the aircraft cabin will be required to abandon them at the transit security checkpoint in Japan.
