On January 16th, JAL Engineering Co., Ltd has submitted a report regarding the business improvement advisory that was issued by the Civil Aviation Bureau(JCAB), Ministry of Land, Infrastructure, Transport and Tourism(MLIT) on December 22.

On December 22, 2023, JAL Engineering Co., Ltd received a business improvement advisory from the Civil Aviation Bureau(JCAB), Ministry of Land, Infrastructure, Transport and Tourism(MLIT). The following is a summary of inappropriate maintenance processes described in the advisory. There are three issues identified as follows. The advisory was issued by the JCAB especially because the Issue 3 was considered as a significant violation and was repeated.
*Per civil aeronautics law, a business improvement advisory is issued if the issue is "intentional", "concealment" or "repeated" which are considered malicious. This case is applicable to "repeated", not "intentional" nor "concealment".
Issue 1:Before the departure of JAL623/4SEP23, maintenance tasks were accomplished without confirmation by certifying staff, and the aircraft returned to service. (See A of attachment for details)
Issue 2:Upon confirmation of accomplished maintenance tasks by Certifying staff, actual aircraft inspection was not performed. (See B of attachment for details)
*Certifying staff is a qualified maintenance staff who can perform confirmation, under civil aeronautics law, on maintenance works accomplished.
Issue 3:Inappropriate maintenance process for the replacement of brakes of Boeing 767 aircraft.
*Inappropriate measuring scale was used for the brake rod installation.
JALEC has taken immediate remedial measures against these issues.

Today, on December 22, JAL Engineering Co., Ltd. received a business improvement advisory from the Civil Aviation Bureau, Ministry of Land, Infrastructure, Transport and Tourism (MLIT), regarding inappropriate maintenance procedures that occurred in September 2023. We apologize for the inconvenience and concern this incident has caused to many people. Since the incident occurred, we have taken immediate remedial measures and are fully dedicated to ensuring that our customers can fly with peace of mind.
