Administrative Guidance (Administrative Warning) Regarding the Alcohol-Related Incident
On June 12, 2026, Japan Airlines received an Administrative Guidance (Administrative Warning) from the Ministry of Land, Infrastructure, Transport and Tourism regarding the alcohol-related improper incident involving cabin attendants who were scheduled to operate Flight JL252 [from Hiroshima Airport to Tokyo International Airport (Haneda)] on May 23.
We take extremely seriously the fact that despite advancing preventive measures in response to repeated alcohol-related incidents, this incident has occurred again.
We sincerely apologize once again for the great concern and inconvenience caused to our customers and all stakeholders.
The issues pointed out in the Administrative Warning are as follows:
- In order to conceal the consumption of alcohol in violation of company regulations, the senior cabin attendant in question delayed the alcohol test, and both cabin attendants in question made false reports during the company's internal investigation, claiming they had not consumed alcohol in violation of the regulations.
- The Safety Management System did not function adequately, failing to grasp as an organization the situation where fellow cabin attendants raised repeated concerns to the senior cabin attendant in question, and failing to promptly determine their fitness for duty.
- Alcohol-related incidents have occurred repeatedly, and safety awareness is not being thoroughly instilled among each and every employee.
We will promptly compile preventive measures for recurrence - including establishing a strict alcohol testing monitoring system and implementing measures for employees who do not normally drink alcohol, incorporating the insights of external experts - and will report them to the Civil Aviation Bureau by July 17, 2026.
